Stage 4: Support and Monitor

This stage supports state leaders who are committed to implementing, integrating, and sustaining high-quality instructional materials and aligned professional learning for all districts. It provides a model district plan template with five strategy areas that can be used by the state in the annual monitoring, review, and support of districts' required strategic plans. Making these five strategy areas visible in the strategic plan signals to all districts the state's focus and priority on high-quality instructional materials and aligned professional learning. Historically, district strategic plans have developed these two areas with separate goals, strategies, and outcomes. This stage, like Stage 5: Scale and Institutionalize, intentionally integrates them to accelerate impact and growth for all districts.
