Professional Learning System Framework
Overview
This stage guides state and local administrators in an assessment of current policies that can be used to facilitate deeper adoption of desired practices and outcomes.
At both state and local levels, a number of policies forge direct and indirect connections with professional learning and instructional materials. These policy linkages offer SEAs a means of
1) signalling changes in expectations and practices throughout the education system and
2) monitoring the impact of new expectations and practices (see Tool 2.1).
When educators and stakeholders see evidence of positive outcomes achieved with new practices, they look for ways to institutionalize those changes. New and revised policies that govern teaching and leadership practices are one way to do so (see Tool 2.2).
